Press Release: Loudoun Chamber Applauds Congressional Passage of 21st Century ROAD to Housing Act
Lansdowne, VA — Loudoun Chamber of Commerce President & CEO Tony Howard today praised Congress for passing the 21st Century ROAD to Housing Act. Calling it the most significant federal housing reform in decades, Howard noted that the legislation is a crucial step toward solving the nation’s housing affordability crisis.
The legislation moved forward with strong bipartisan backing, including a final Senate vote of 85-5 and a final House vote of 358-32.
For communities across America, the lack of affordable housing has become the main obstacle to promoting economic growth, workforce development, and prosperity. The ROAD to Housing Act aims to increase housing supply, remove regulatory barriers, simplify permitting, expand opportunities for manufactured housing, and support pathways to homeownership.
The Loudoun Chamber publicly endorsed the 21st Century ROAD to Housing Act in August of 2025, calling it “an important and overdue step toward addressing America’s housing affordability crisis”, in a letter to Virginia’s senior U.S. Senator, Mark Warner.
“The housing affordability crisis has affected communities across America, including Loudoun, hurting families, workers, employers, and our economy. I praise Congressional leaders from both parties for uniting to push forward meaningful reforms that will create more housing opportunities and boost local economies,” said Tony Howard, President & CEO.
Business leaders, economic developers, and local governments increasingly identify housing as a top concern impacting workforce, business growth, and regional competitiveness.
“With America facing a shortage of over 4.7 million homes, expanding supply remains the most effective and sustainable way to improve affordability, support workforce mobility, and strengthen local economies,” wrote Neil Bradley, Executive VP and Chief Policy Officer, for the U.S. Chamber of Commerce, to every member of the US House and Senate on June 18th.
“This is the pragmatic, bipartisan policymaking Americans are demanding: solutions that focus on solving real problems and creating lasting opportunities for families and businesses alike. We urge President Trump to quickly sign this bipartisan legislation and ensure the federal government works with state and local partners to implement it,” said Howard.
