Press Release: Loudoun Chamber Urges SCC to Reject Greenway Toll Hikes
Lansdowne, VA — The Loudoun Chamber of Commerce is urging the Virginia State Corporation Commission (SCC) to reject proposed toll increases submitted by Toll Road Investors Partnership II (TRIP II), operator of the Dulles Greenway.
The SCC will hold a public hearing on Monday, June 29, 2026, beginning at 6:00 p.m. at Rock Ridge High School in Ashburn.
TRIP II is seeking approval for a 95-cent increase in peak-hour tolls and a 35-cent increase in off-peak tolls. If that request is denied, the company has proposed an alternative increase of 70 cents during peak hours and 40 cents during off-peak periods.
“The Dulles Greenway is a vital transportation corridor for Loudoun’s workforce and business community,” said Tony Howard, President and CEO of the Loudoun Chamber of Commerce. “The proposed toll increases would further increase the cost of commuting, operating a business, and accessing opportunity in Virginia’s most important economic region.”
While recognizing the need for operators to maintain safe facilities and earn a reasonable return on investment, the Chamber maintains the SCC has a responsibility to ensure toll rates remain reasonable and do not materially discourage use of the roadway.
The Chamber also expressed concern that increased tolls will divert more drivers onto crowded local and state-maintained roads, undermining Greenway’s role as a congestion relief facility.
“Commuters are already struggling with rising living costs. It is reasonable to believe that higher tolls will drive even more of them off the Greenway and onto alternative routes,” Howard said.
The Chamber is encouraging business leaders, employees, and Greenway users to attend the June 29 hearing and share their experiences directly with the SCC. “It is important that the Commission hear from the people who use—or no longer use—the Greenway,” Howard said.
